Who We Support
At the heart of the San Diego Harbor Police Foundation’s mission is Perkins K-8 — where we’re breaking cycles of poverty through powerful youth outreach, life-changing mentorship, and critical scholarships for at-risk students.
Located in Barrio Logan, Perkins K-8 serves students facing extreme hardship — with 37% experiencing homelessness. With your support, we’ve furnished special education classrooms, provided offsite learning experiences, and built lasting bonds between students and officers through programs like Read With A Cop, Shop with a Cop, and Fish with a Cop.

Our Mission In Action
Shop With A Cop

Shop with a Cop is a yearly event supported by local law enforcement, SeaWorld, Target, and STAR/PAL. Its goal is to brighten the holiday season for children while fostering positive relationships with officers. This year, the El Cajon Police Department will host over 300 officers who will take local children from schools on a day of animal shows at SeaWorld and a $200 shopping spree at Target.
Fish With A Cop

A day where Harbor Police officers take local youth fishing. This event strengthens relationships between officers and kids while providing a peaceful, educational escape from daily challenges.
Star/Pal Program

MISSION: Building meaningful relationships between law enforcement and youth through engaging activities and dialogues, cultivating communal trust and laying the groundwork for an ethical community policing model to be applied nationwide.
